Question 2 is worse than the first. Referring back to the 3 features of a good survey, we see that questions need to be clear and precise. I'm not an expert in Wi-Fi, but I'm fairly certain that there are better ways of measuring this. What's more, it doesn't allow for a meaningful answer to a question like, "What will you do with the knowledge that 33% of people rated your Wi-Fi as being good vs only 23%?" The 3 features of a good survey also states that the predefined answers need to be appropriate for the question.
